where can i find good developers?

unlucky with upwork, frelancer etc.
has anyone worked with a developer company in europe and you were satisfied with it? toptal is another platform which has failed me and so many dev companies ive run into push a load of lies my way and hope i go for them
 
If there’s one thing that’s absolutely crucial when hiring people for software development, assuming that’s what you’re looking for (I wasn’t entirely sure from your post), it’s proper documentation and a very detailed task description. Without that, you’ll likely run into problems and end up feeling like everyone is trying to rip you off.

the description has been so detailed it turned into a blabbering fest at one point,yet they still failed to deliver even tho everything was explained in baby steps

do you have a technical background? i've seen plenty of cases of someone without a technical background trying to explain something that requires a lot of specificity and have no idea how imprecise they're being.

description != documentation, proper documentation means things like ERDs, SSDs, UI wireframes, user stories & timelines. did/do you have those for your project or only your self described blabbering description.

i do have a technical background
documentation means a 200+ pdf document which included wireframes (i had to map every single button and page) and a few videos where I printed the wireframes and described with voice and a pointer
a lot of calls

i know what i am doing,i used to code myself a long time ago. the issue is with the fact that 100% of these devs want a make money fast project and their designs are absolutely horrible.
