Offshore debit card to Virtual Card?

This is my question. Is there a service which allows me to load a VCC (Mastercard or Visa), using a debit card I have linked to an "offshore" (extra-UE) bank account?

Why: I want to make some online purchases in EU and don't want any trace of the foreign debit card linked in the EU systems.

You mean, you want to transfer money from a debit card to another? Yes, this is possible in some CIS countries like Tajikistan, etc. You can do card-to-card transfers there. In the western world, you can sign up a merchant account, then charge one card and credit anohter card. Note that those fees are about 3% each way and also note that it may be advisable that the merchant account is not owned by the same person as the cards, as charging your own cards is not favourably seen as it is akin to purchasing your own LPs/CDs.

You mean you want to use your card for a cash-like transaction where you get the money then deposited into another account of yours? Yes, this is possible with some banks, among other's Swissquote
